Is it possible to program a system to review recorded video and detect cell phone usage while driving? The camera would have the driver in it's field of view. There is audio recorded to the DVR along with the video.

I personally haven't seen a video analytics solution that will do something as specific as watch for someone on a cell phone. I'm not exactly how you could get it to work either.
I will keep my eyes open for a video analytics software or device that might work for you. _________________ Wes

Could you be more specific? Is the camera in the vehicle with the subject or outside (like a traffic monitoring camera)? If outside, then for what purpose is audio recording? Are you only looking for "cell phone held to ear in one hand while driving" or are you looking for "any use of cell phone communications including an earbud or bluetooth earpiece"? What is the effective resolution of subjects in the video? Are you recording color or b/w? (the list goes on...)
As with all IVS applications, you need to clearly define the parameters and constraints of the system and environment to begin defining the features of successful solution.
The general answer to your question is probably "yes", but as Wes stated it has not been done yet (for many reasons including the big privacy issue) and the success depends greatly on the configuration and constraints (and your measure of "success"). If you want off-the-shelf solutions for really specific things like this you won't often find them (or they will mostly provide inadequate performance).
